Senior Procurement and Contracts Manager – Civil Service. 

The role
The purpose of this newly created permanent role is to establish and lead the procurement and contract management functions in this rapidly expanding and changing organisation, ensuring compliance with public procurement regulations and supporting value for money, transparency and the achievement of service objectives. This is a great opportunity for someone with recent Civil Service Procurement experience to bring your ideas to a new environment and shape a role, policies and procedures around your beliefs of what best practice looks like.


• Leading on the procurement function with consideration to budget and delegations and policy
• Liaising with external suppliers, negotiating contracts based on service, delivery and price
• Advise stakeholders within the organisation on procurement matters
• Ensure effective consultation and communications with colleagues, clients, bidders and suppliers and other stakeholders
• Approve New suppliers’ setup on the finance system
• Identify and resolve procurement risks and issues
• Provide a link with finance to enable close forecasting
• Coordinate and manage the tender process including the development and preparation of tender documents for signoff, setting of evaluation criteria and methodology, leading the tender evaluation process and managing communications with bidders up to contract award
• Publish tender documentation and communicate with bidders on behalf of the organisation
• Review and agree supplier contracts


The ideal candidates will have:
• Significant high-level professional capability experience as a procurement manager
• Demonstratable knowledge of effectively managing the end to end procurement process including reviewing applicable terms and conditions
• Authoritative knowledge of Civil Service procurement: premarket, sourcing and contract and supplier management
• Excellent IT skills including advance word, excel, PowerPoint
• Excellent negotiating skills with an ability to close contracts to a cost effective and satisfactory conclusion
• High level understanding of the professional, legal and regulatory environment that the procurement function operates within
